Project Description:
As Program Manager and Project Manager with RRM Design Group, Candice Wong prepared a comprehensive project program, performance specifications, and site feasibility studies for the Marin County Emergency Operations Facility (EOF) project. Candice assisted the team from Jones Lang LaSalle, who was the master consultant to Marin County, with the development of the P3 solicitation package and design competition.
The new 114,367-SF EOF project is the headquarters for the Sheriff Department, and it houses administration, support services, field services, and a new communication center and emergency operations center. The facility features state-of-the-art technology, a wellness center to promote physical fitness and facilitate training needs, and incorporates Marin County information technology and the Marin Emergency Radio Authority within its components.
The final project program and performance package provided Marin County with comprehensive documentation of the findings and results from the visual assessments, tours, and user interviews. The $90.7-million project budget included a new Fire Station, Sheriff’s Headquarters, Emergency Operations Center, Communication Center, and county-wide IT and Radio Systems.
The timing of the project met with the great recession, and the County decided to change the project location and project delivery method to design-build with Sares Regis.
Candice worked with Marin County and the Sares Regis team to study the feasibility of using the 1600 and 1650 Los Gamos properties for the new EOF project site. Both properties were 3-story, Class A office buildings located at the Marin Commons Campus.
Candice led the architectural and engineering team to prepare comprehensive assessments and site/building reuse feasibility studies for these two facilities. Marin County selected 1600 Los Gamos for the new Sheriff’s Headquarters, Emergency Operations Center, Communication Center and country-wide IT and Radio Systems with a project budget of $50 million, which included the purchase of the building.
Marin County selected HMC Architects to complete the project.
